TL;DR: It appears that for a given Light Level (LL), you'll see +1 to base stat and perks every 3 cryptarch ranks.

It can be hard to tell at lower ranks because there is so much decode variability, and it may take many decodes to determine the max stats. Most of the values below are for LL > 20k, because each change in LL also changed your decodes. Since the decoding calculations cap the affect of LL at 20k, you can use "20k+" as the LL if your value is >20k. Values in rows with a yellow background have been extrapolated based on a linear progression from the upper and lower bounds of confirmed values. Data is based on legendary armor — feel free to add data for weapons or exotics. As a rule of thumb, exotics have a base stat +10 over legendaries (exception: heavy is +20) and +4% on max perks.
